Figures published by the ministry state approximately 8 GW of renewables had been installed in Israel by the end of last year, generating over 16% of the country’s electricity consumption.

Solar makes up the majority of Israel’s renewables fleet. According to figures published by the International Renewable Energy Agency (IRENA), the country had installed 7,121 MW of solar by the end of last year, up from 5,363 MW at the end of 2024.

The ministry says approximately 4 GW of renewable energy projects are currently under construction in Israel, leaving up to 14 GW to develop before the middle of the next decade.

The country’s National Strategic Plan for Renewable Energy targets approximately 5 GW of agrivoltaics, 4.5 GW of ground-based facilities, 4 GW of dual-use facilities and 0.5 GW of additional renewable technologies to reach its 2035 goal.

The plan says most of the capacity is to be built in a competitive model, without the need for subsidies.

“The government’s role is to enable the market to realize the existing potential by removing barriers, creating certainty and shortening processes and in places where the potential is not realized, to active targeted tools such as installation obligations, tariffs, grants and dedicated incentives,” a statement published by the ministry said.

Among the operational steps outlined in the plan is shortening and accelerating planning, licensing and grid connection procedures and establishing dual-use facilities on roofs, parking lots and existing infrastructure.

It also commits to making agrivoltaics a key growth engine, promoting large-scale renewable energy zones and developing flexible storage and network capacities.

Last year, Israel announced a target to deploy solar on 100,000 rooftops across the country by the end of this decade. The goal, equivalent to 15% of the country’s rooftops, is expected to add 1.6 GW to Israel’s solar supply.
